Property owner lookup API

1. Geocode the address to latitude and longitude (any geocoder works).
2. Call `search_parcels` with the coordinates. The default `parcel` field includes owner name and mailing address.
3. For bulk work, call `search_properties` with `taxAssessor.ownerName` (contains match) or `taxAssessor.likelyRenterOccupied`.

The likely renter-occupied signal is true when the owner is a business entity or the owner's mailing street differs from the property street. It is a heuristic, not a lease record, and it is only computed where the county publishes owner mailing addresses.

Owner names and mailing addresses are public record and are widely used for direct mail. Phone and email outreach is regulated separately (TCPA, CAN-SPAM, Do Not Call), and some states limit commercial use of assessor rolls. You are responsible for complying with the laws that apply to your use.
